Tessera was incorporated, in 2008, via a Certificate of Incorporation of the TOA (see pdf below) which is pursuant to the provisions of the Non-Profit Corporation Act of NM (NMSA 1978, Chapter 8), which can also be found here: 53-8-1 to 53-8-99.

When it comes to Tessera itself, the main document governing the Tessera Owners Association is the Declaration of Covenants, Conditions & Restrictions (CC&Rs for short), and its four Amendments. These are accessible below as 5 separate pdfs.
Another version of the CC&Rs including all the amendments can also be found below. This pdf version is searchable and much easier to navigate, unlike all the documents scanned from the Santa Fe County Clerk Office.
The Board can, at its discretion, impose more Rules and Regulations.

Home and property aesthetics, allowed amenities and changes to them are governed by the Design Guidelines, currently in the 3rd revision.
Finally, we are governed by Federal, State, and County laws, all of which are accessible through the Homeowners Protection Bureau for New Mexico.
